What is the reason for putting alcohol in skin care products?

Question by Alberto: What is the reason for putting alcohol in skin care products?
For example – I have exfoliating pads that contain 2% Salicylic acid, 10% Glycolic Acid, 46% alcohol and the rest is a mix of “botanical” ingredients. Isn’t alcohol bad for your skin? So why put it in any skin care product? If the answer is “to be a filling agent”, then why not just use water?
